Waste generated outside the installation in BDO - what does it mean and how to show it?

In BDO, waste generated outside the installation is waste that is not generated in connection with the operation of the installations understood as a stationary technical facility, a set of stationary technical facilities or a structure, the operation of which may cause emissions, whereby the generation of waste is also considered as an emission. At the same time, the BDO's official explanations emphasise that an installation do not belong means of transport, mobile plant whose nature is to change location, or the building itself, unless it contains a stationary technical unit that constitutes the installation. In practice, this means that many wastes generated in the course of services, mobile equipment, transport or ordinary activities outside the operation of a stationary installation must be classified precisely as waste generated outside the installation.
When waste is deemed to be generated outside the facility

The source of the waste is crucial. If the waste is associated with the operation of a stationary installation, it should be reported as generated in the installation. If, on the other hand, it is not related to the operation of such an installation, but is generated outside the installation, it should be included as waste generated outside the installation. The official BDO knowledge base also indicates an important registration consequence: in the Chapter XII the waste producer shall list the codes and types of waste whose generation is not subject to the requirement to obtain a waste production permit or an integrated permit, while waste generated from the operation of an installation under its permit shall be included in the Chapter XI. For many service, construction or maintenance companies, it is this difference that determines the correct inclusion of activities in the BDO register.
How to show waste generated outside the facility in the BDO records and report
The BDO system provides for a separate designation for such waste both in the records and in the report. In the waste record sheet, the entry for generated waste includes a breakdown of the mass of waste generated in connection with the operation of the installation and outside the installation, and when adding the entry, the user selects whether the waste was generated outside the installation; if it concerns the provision of services or activities for linear facilities, the data on the origin of the waste must additionally be completed. In contrast, the instructions for the BDO annual report provide for a separate section „waste generated outside the facility”, in which the waste code and type, waste stream, mass and dry mass are added after ticking the appropriate box. This shows that „off-site” is not a loose comment, but a specific category of data in the system.
The most common errors with waste generated outside the facility
The most common mistake is to equate the entire site with the installation. Meanwhile, BDO clearly indicates that in the record sheet for waste generated outside the installation there is no separate field for the name of the waste generation site, for example „warehouse No. 1”, and the records are kept for the relevant place of business with the possibility of specifying the installation. At the same time, BDO reminds that the record sheets should indicate address of origin of waste, but the system itself allows records to be kept from the company's head office, without having to create an additional site for each location. In practice, this means that for waste generated outside the installation, three things in particular need to be taken into account: correctly identifying whether there is an installation at all, correctly recording the waste in the accounts and correctly indicating the origin of the waste when documenting its transfer.
Frequently asked questions
What does „waste generated outside the facility” mean in BDO?

Is the means of transport an installation in BDO?
No. BDO explicitly indicates that installations do not include means of transport.
Where is the waste generated outside the facility reported?
Such waste is reported in the relevant fields of the waste record sheet and in the „waste generated outside the facility” section of the BDO annual report.
Can a place name such as warehouse or hall be entered for waste outside the installation?
There is no separate field for this. BDO indicates that records are kept for the place of business, with the possibility of specifying the installation.
Does off-site waste matter for entry on the BDO register?
