Waste generated outside the installation in BDO

According to BDO, waste generated outside an installation is waste that is not generated in connection with the operation of an installation, defined as a stationary technical facility, a set of stationary technical facilities or a building, the operation of which may cause emissions, whereby the generation of waste is also considered as an emission. At the same time, the official explanations of the BDO emphasise that an installation does not include means of transport, mobile technical facilities whose nature is to change location, or the building itself, unless there is a stationary technical facility that constitutes an installation.
