What is the Central Operator Register?
(CRO) Central Register of Operators (CRO), formerly the Central Register of Operators of Fire Protection Equipment and Systems, concerning operators of equipment (which are fire protection systems and other equipment) that contain 3 kg or more of controlled substances or 5 tonnes CO2 equivalent (CO2 eq) of fluorinated greenhouse gases, or F-gases (until 31 January 2018, 3 kg of controlled substances and 3 kg of F-gases).
The Central Register of Operators collects in electronic form the Equipment Cards and Fire Protection System Cards referred to in Article 14 of the Act. The Regulation of the Minister of the Environment of 27 December 2017 on the Central Register of Operators specifies:

Kit is obliged to register with the CRO?
Section 14(6) of the Act requires an operator to register by completing a registration form prior to producing the first Equipment or Fire Protection System Card. The person completing the registration form on behalf of the operator of a fire protection device or system becomes the administrator of that operator's account. Operators can complete the registration on the website.
Who is the operator?
Operator means an operator within the meaning of Article 2 para. 8 of Regulation (EU) No 517/2014 or an undertaking within the meaning of Article 3 para. 26(e) of Regulation (EC) No 1005/2009. In practice, the operator is the user or, alternatively, the owner of the equipment or the entity managing the facility where the equipment is located. The operator is obliged to exercise actual control over the technical operation of the facility as defined in Article 4 of the Act, including making decisions on financial and technical matters concerning the facility.
The term ”device” includes:
- Stationary refrigeration, air conditioning and heat pump equipment
- Refrigeration units fitted on refrigerated trucks and refrigerated trailers as defined in Article 2(26) and (27) of Regulation 517/2014
- Electrical switchgear as defined in Article 2(36) of Regulation 517/2014
- Equipment containing F-gases as organic solvents
- Rankine circuits as defined in Article 2(34) of Regulation 517/2014
- Stationary appliances that are fire protection systems
Equipment cards are established for equipment (a) to (e) and Fire Protection System cards are established for equipment (f). Cards are currently only established for equipment containing 3 kg or more of controlled substances as defined in Article 3(4) of Regulation 1005/2009 or 5 tonnes CO2 eq or more of F-gases as defined in Article 2(1) of Regulation 517/2014. Who establishes the Equipment Cards or the Fire Protection System Cards? According to Article 14(1) of the Act, the Equipment Cards or the Fire Protection System Cards are established by the operator. In practice, Equipment Cards or Fire Protection System Cards are set up by the operator's account administrator or the operator's account contact persons who have been granted access to the CRO after being added to the CRO by the operator's account administrator. Currently, no more than 3 contacts can be assigned to a card, and a contact can be assigned to multiple cards at the same time.
