BDO in practice - what do you need to know?

BDO, or the Database on Products and Packaging and Waste Management, is a system that supports companies in responsible waste management. Often referred to simply as the Waste Database, it is one of the most important tools today for combining environmental concerns with legal requirements.

Whom does BDO apply to?

BDO, or the Waste Database, is a system that applies to a wide range of companies operating in different industries. According to the regulations, the obligation to register and keep records in BDO is incumbent on businesses that market products, generate or manage waste.

In practice, BDO includes companies that:

  • introduce batteries or accumulators,
  • introduce vehicles,
  • introduce packaged products,
  • introduce tyres,
  • introduce lubricating oils,
  • manufacture, import or make intra-Community acquisitions of packaging.

But that is not all. The obligation to register with the Waste Database also applies to all companies that generate or manage waste at any stage from collection to disposal.

What information does the BDO system collect?

The Waste Database is a central system that allows the monitoring and recording of waste flows within companies. It contains company identification data, information on quality and environmental management systems implemented (or not implemented), as well as detailed data on the types, quantities, origin and onward transfer of waste.

Thanks to this structure, each batch of waste can be accurately identified and traced at every stage of its circulation. This is a real support in day-to-day environmental management - and a safeguard against unwitting mistakes. For many companies, it is this stage that raises the most questions.

Unique registration number in the BDO database

Companies that are subject to environmental regulations must obtain an individual registration number assigned by the Regional Marshal. This is a unique identifier assigned to one company only. Even if the business is terminated, the number cannot be used again.

It is worth remembering that obtaining a number entails certain obligations. Not all companies have to comply with them to the same extent. Therefore, it is a good idea to make sure that you are aware of exactly what applies to you.

How and when to report?

The annual report is submitted only electronically - via a dedicated platform provided by the public administration. The document is then sent to the relevant Marshal's Office, according to the location of the company's registered office in the case of reports for packaging introduced, and according to the area of the voivodeship in the case of reporting for waste generated.

If a company operates in several provinces, separate documents are required for each assigned registration number.

The deadline for submission of the annual report is 15 March of the year following the reporting year. In the event of changes to the data in the system, there are 5 working days to update it. On the other hand, when terminating a company's activities, the filing must be done within seven days. A well-run BDO service in a company avoids the stress of oversights or delays.

Failure to enter or report - what are the consequences?

Failure to register in the system or to comply with reporting obligations can result in a fine of up to £5,000. However, it is not only a matter of financial sanctions - failure to register, late registration or incomplete documentation may be perceived as a lack of environmental responsibility, which negatively affects the company's image in the eyes of customers, partners and control institutions. Such errors often result from unawareness or lack of internal procedures, which is why it is so important that record-keeping processes are carried out reliably and in accordance with deadlines.
