Many small business owners assume that the KOBiZE report only applies to large production plants, combined heat and power plants or entities with extensive industrial infrastructure. This is a mistake. If a company operates an installation whose activities cause emissions into the air, the reporting obligation may also apply to a small fuel combustion source, such as a central heating boiler, a space heating cooker or a generator. The national database indicates explicitly that the report is to be submitted by the entity using the environment whose activities cause emissions, and if the obligation is related to the operation of the installation, the report is to be prepared by the operator of the installation. For a small company, the most important answer is therefore: yes, the company's boiler very often needs to be included in the KOBiZE report<\/strong>, even if its role is limited to heating an office, workshop, warehouse or commercial premises. <\/p>\n\n\n\n

When is a small boiler in a company reportable?<\/strong><\/h2>\n\n\n\n

From the point of view of the NOBIZE, the key is not whether the installation is \u201elarge\u201d, but whether it causes emissions within the activity of the entity using the environment. The official materials of the National Base indicate that the report covers information on the volume of emissions related to activities, including in the service sector, and that the reporting obligation lies with the entity using the environment. In practice, this means that a company's gas, oil or solid fuel boiler used to heat its headquarters, hall, shop or office should, in principle, be analysed for the report. Additionally, Biznes.gov.pl reminds that an installation emitting gases or dust into the air may also require a separate notification on the grounds of the Environmental Protection Law, so an entrepreneur should not limit himself to asking only the KOBiZE. This is why a small combustion source is so often overlooked: it looks inconspicuous, but formally remains a source of emissions. <\/p>\n\n\n\n

When is a simplified report sufficient?<\/strong><\/h2>\n\n\n\n

For small companies, the good news is that KOBiZE provides for a simplified version of the report. According to official materials, such a possibility applies to entities that used the environment only to a limited extent, including, inter alia, carrying out activities in no more than 5 places of environmental use and operating in each of them no more than 10 specific installations, including fuel combustion installations for which emissions can be automatically calculated in the system. In doing so, an important condition applies for combustion installations: the total rated thermal input of all such installations on a site shall not exceed 0.5 MW<\/strong>. This means that many small businesses with one central heating boiler or several small heating appliances are not exempt from reporting, but can settle this obligation via a simpler route. In practice, therefore, the question is not just \u201ewhether to report\u201d, but also \u201ecan I do it in a simplified version\u201d. <\/p>\n\n\n\n

How do you find out if your boiler needs to be included in the KOBiZE?<\/strong><\/h2>\n\n\n\n

The safest approach is to check four things: the type of fuel, the nominal heat output of the unit, the number of installations at the site and whether the company has other sources of emissions besides the boiler that broaden the scope of the report. If the activity causes emissions, the report to the National Database has to be entered through the entity's account in the KOBiZE system by the end of February each year for the previous year. The data are later also used for the purposes of the system of fees for introducing gases or dust into the air, and the National Database even enables the generation of a fee schedule on the basis of the report. For small companies, this means a very practical conclusion: omitting a boiler from the KOBiZE is not only a risk of reporting error, but also a problem when sorting out broader emission obligations.<\/p>\n\n\n
